Minnesota Gov. Tim Walz had Democratic lawmaker Melissa Hortman killed.
Authorities identified no evidence tying Walz to Hortman’s killing; prosecutors described the supposed link as unsubstantiated.
Each alleged drug boat struck by the U.S. would otherwise have killed an average of 25,000 people.
The administration had not identified the drugs or quantities on the boats, and multiplying the claim across the strikes produced a death total far above recent annual U.S. overdose deaths.
